The Swedish Construction Clients Forum is a representative association for professional construction clients

The Swedish Construction Clients Forum aims to strengthen and organize construction clients in Sweden in order to achieve a powerful construction client function in the country

  • outwards to the world around and
  • focused on the internal organisation within companies that have a construction client function

The building and construction sector is the largest industrial sector in Sweden. Within it there is an important role to be played by construction clients. The Swedish Construction Clients Forum was founded during the 1960s (under the title of Byggherreföreningen) as the interest group for construction clients. Then, as now, it had the objective of promoting the interests of construction clients in Sweden.

Today, with more than 100 members in firms, municipalities and regional authorities, government services and agencies, and property companies, the Forum represents the majority of construction clients in Sweden.

Definition of “construction client”

According to the Swedish regulatory code for construction (the Planning and Building Act or PBL) the construction client is "the person carrying out or having carried out building, construction, demolition or other site works, on his own account”. The Swedish Construction Clients Forum has expanded this to include a greater range of responsibilities, thus “The construction client is also the person who interprets and translates the needs, expectations and desires of the end-user into requirements and conditions for building and construction projects”.

The Swedish Construction Clients Forum

  • represents the construction-related interests of its members in other organisations, co-operative bodies, committees, and councils, such as Svensk Byggtjänst (Swedish Building Centre), BFAB (an educational institute), Byggandets Kontraktskommitté (a committee concerned with Swedish building contracts).
  • safeguards the interests of its members through influencing aspects of legislation, standards, and inquiries related to construction client interests, keeping members informed of such legislation.
  • initiates and influences research and development in its fields of interest, including a network of construction clients at universities of technology, and keeps its members informed about relevant R and D.
  • promotes the development of competences within its members by informing them about education and training courses and by organising informative meetings, seminars and study visits.
  • provides opportunities for its members to participate in working groups and other committees dealing with issues related to construction client interests.
  • informs members and other bodies about its activities and construction client issues through the Forum's website.
  • also through its website, provides tools and other forms of support for its members’ role as construction clients.
  • has negotiated agreements with leading lawyers concerned with business and procurement legislation.
  • is a communication node for construction client issues, facilitating exchange of experiences in practice and participation in networks for its members.
  • provides its members with access to workplaces and meeting room in the Forum’s office at Vasagatan 52 in Stockholm.

The office of the Swedish Construction Clients Forum service company provides advice and support for Forum's members in issues related to the process of building and construction, and also is a route for engaging other experts on request.

Our vision

The vision of the Forum is that 

  • the Swedish Construction Clients Forum shall be acknowledged and respected as the national association on the field of construction client issues.
  • the members of the Swedish Construction Clients Forum shall be proud of being a part of the association.
  • the activities of the Swedish Construction Clients Forum shall contribute to the development of its members’ role as construction clients.
